Converter 的問題?

我是用Leawo Total Media Converter Ultimate來轉file
我之前轉的Video 都能設定到 Video Bit rate 1300kbps以上
之後怎樣設定就是984kbps bitrate已經調1300了還是轉出984kbps

有時會1080kbps 想知道是什麼問題? 請問有沒有高手知道?
轉檔前的影片大小都已經 MKV 2GB文件 bit rate 4326 Kbps
